Lennar Homes Withdraws Comfort Texas Development Plan After TCEQ Wastewater Permit Opposition in Kendall County

Lennar Homes has withdrawn plans for a proposed 1,100 home development in Comfort, Texas, after residents opposed a wastewater permit that would have allowed 600,000 gallons of treated sewage to be discharged into nearby creeks connected to key aquifers.


A proposed large scale residential development in the Texas Hill Country community of Comfort has been halted after Lennar Homes withdrew a key environmental permit application. The national home builder had planned a high density subdivision of approximately 1,100 homes on about 580 acres in the unincorporated Kendall County town, located roughly 45 miles northwest of San Antonio.

The withdrawn application was filed with the Texas Commission on Environmental Quality and sought approval to discharge up to 600,000 gallons of treated wastewater into nearby creeks. Residents opposed the plan, citing concerns that the waterways flow into the Trinity Aquifer, which is hydrologically connected to the Edwards Aquifer. Community members argued that the discharge, combined with the scale of the development, posed risks to groundwater quality and availability.

Comfort relies primarily on groundwater from the Trinity Aquifer, and opponents said the proposed project, known as Comfort 590, would strain limited water resources. Organized resistance formed under the name Comfort Neighbors, with residents attending hearings, coordinating public outreach, and pressing state officials to deny the permit.

On December 22, Lennar withdrew its application. The Texas Commission on Environmental Quality later confirmed the withdrawal through the office of State Sen. Donna Campbell. No official reason was provided for the decision. Local organizers said the withdrawal does not prevent future development proposals and noted that legislative efforts during the 2025 session aimed at limiting large scale rural developments did not advance.

Residents have since begun planning outreach to state lawmakers and are pursuing future legislation focused on water protection ahead of the 2027 legislative session. The development status and permit withdrawal were reported by the Boerne Reporter and confirmed by MySA.
