A Municipal Utility District application for a major residential development in northwest Bexar County drew significant public opposition at a San Antonio Planning Commission hearing this week. Lennar Corp. seeks city approval to establish financing mechanisms for infrastructure supporting approximately 2,900 homes planned across 1,160 acres near Scenic Loop and Babcock roads.

Central to community concerns is a proposed wastewater treatment facility designed to process and discharge roughly 1 million gallons daily into Helotes Creek. This waterway plays a critical role in aquifer recharge, contributing substantially to the Edwards Aquifer system that supplies drinking water to millions across the region. Environmental advocates worry about long-term impacts on groundwater quality and availability.

Financial implications also dominate the debate. MUD structures allow developers to fund roads, utilities, and treatment plants through bond issuances, with repayment obligations transferred to property owners via elevated tax assessments. Opponents cite examples from other Texas developments where similar financing arrangements resulted in unexpectedly high tax burdens for residents.

Project costs approach $150 million according to filing documents submitted in November. Lennar currently maintains purchase options on the affected properties rather than direct ownership. San Antonio’s authority stems from the site’s location within the city’s extraterritorial jurisdiction, requiring formal council consent. A decision is scheduled for early February.

According to reporting from SBG San Antonio, state environmental regulators previously declined to reconsider permits related to the wastewater components.
