City Park at West Kendall Applies for 990-Acre, $2B Master-Planned “15-Minute City” Development

City Park at West Kendall has filed plans for a 990-acre, $2B “15-minute city” with 7,800 homes, major job centers, parks, and transit connections. Miami-Dade County is reviewing the proposal, with hearings expected later this year.


City Park at West Kendall, a proposed 990-acre master-planned community in southwest Miami-Dade County, has formally submitted its application for county review. The project is led by The Easton Group, Lennar, and MPKA, LLC, with master planning and design by SWA Group. Estimated at $2 billion, the development is planned as a mixed-use “15-minute city,” where housing, employment, shopping, schools, recreation, and essential services are positioned within short travel distances.

For many years, West Kendall residents have experienced some of the longest commute times in Miami-Dade County due to limited employment centers in the immediate area. The development team says City Park is intended to address these longstanding conditions by adding new jobs, commercial space, and community amenities closer to where current and future residents live. According to economic projections included with the filing, the project is expected to generate $2.35 billion in annual economic output after completion. The analysis estimates more than 19,000 construction jobs and 13,000 permanent jobs across various sectors, with wages above the county median.

Plans outline a central 144-acre Village Core designed to function as the community’s primary activity center. Proposed features include shops, dining, entertainment spaces, plazas, and a waterfront boardwalk. Additional development components include 1.4 million square feet of retail space, 500,000 square feet allocated for office and educational uses, and more than 525,000 square feet of light industrial space oriented toward Miami Executive Airport and its future aerospace-related operations.

The residential plan calls for 7,800 homes in several formats. These include approximately 4,500 townhomes, 2,200 multifamily or live-work units, and 1,000 single-family homes. Nearly 1,000 residences are expected to be designated as workforce housing for essential workers. The homes will be offered in a broad range of designs intended to accommodate a variety of household sizes and needs.

Open space accounts for roughly a quarter of the site. Plans show 250 acres dedicated to parks, lakes, a community farm, and more than ten miles of walking and biking paths. These trails are planned to connect with Miami-Dade County’s regional trail network. Mobility planning also includes a proposed transit hub designed to link with the South Dade Bus Rapid Transit corridor.

Project documents indicate a focus on climate resilience and sustainability. Planned features include stormwater lakes, aquifer recharge systems, graywater reuse, and infrastructure designed to support electric vehicle charging and solar installations. The project is located outside environmentally sensitive areas and the designated buffer zone of Everglades National Park.

City Park is positioned near major transportation corridors, including the Florida Turnpike, the Don Shula Expressway, and the proposed Kendall Parkway extension. The development’s economic analysis estimates approximately $181 million in impact and permit fees during the construction process. Upon completion, the project is projected to generate around $37 million in annual property tax revenue.

Miami-Dade County is currently reviewing the application, with public hearings expected later in the year.
