New York has completed Creekside Landing in Syracuse, a 31 million dollar development adding 52 affordable homes plus a workforce training center. The all electric project includes supportive units for young adults and is part of broader neighborhood revitalization efforts.
According to information released by New York State, Governor Kathy Hochul announced the completion of Creekside Landing, a 31 million dollar affordable housing development in Syracuse. The project delivers 52 new apartments located across the Southside and Westside neighborhoods and includes both newly constructed townhomes and the rehabilitation of a former office building. The development also incorporates a workforce training center operated by Jubilee Homes of Syracuse.
Creekside Landing consists of 32 three and four bedroom townhomes built on vacant parcels previously secured by the Greater Syracuse Land Bank. An additional 20 one bedroom apartments were created through the renovation of a vacant building. Sixteen of the units are designated as supportive housing for young adults ages 18 to 25 who have experienced homelessness. Apartments are affordable to households earning up to 80 percent of Area Median Income. The development includes accessible units for residents with mobility, hearing, or visual impairments.
The project is all electric and uses heat pumps for heating, cooling, and hot water. Additional features include high efficiency insulation, updated windows and roofing, and electric appliances. State and local officials described the project as part of larger revitalization efforts in the city, including Syracuse’s Resurgent Neighborhoods Initiative and the Southwest Gateway Downtown Revitalization Initiative.
The development received significant public funding and tax credit support. New York State Homes and Community Renewal provided nearly 9 million dollars in equity through the Federal Low Income Housing Tax Credit Program and 5 million dollars through the State Low Income Housing Tax Credit Program. Additional funding included 5 million dollars from the Federal Housing Trust Fund, 4.5 million dollars from the Low Income Housing Trust Fund, and 500,000 dollars from the Community Investment Fund. The city of Syracuse contributed American Rescue Plan Act funds, HOME ARP funds, and HOME dollars, while Onondaga County provided 410,000 dollars. The project also received Clean Energy Initiative funding and project based vouchers administered by the Syracuse Housing Authority.
Officials from state agencies, municipal departments, and the development team said the project advances broader housing goals by replacing blighted structures, increasing affordable housing options, and adding workforce training resources. Creekside Landing is part of an ongoing statewide initiative to increase the housing supply, expand affordability, and support vulnerable populations through a coordinated mix of capital funding, incentives, and policy changes.
